Both are on the Shing Jea island, the first one is in the outpost after Minister's Estate, second is in Seitung Harbor, but you need to do the 2nd mission first (Zen something).

If you aren't talking about Cantha, then one is in the Crystal Desert, and the other in the Southern Shiverpeaks.
